Justin Tay, Times Higher Education Regional Director & General Manager (Asia)
Justin Tay is the Regional Director and General Manager of THE in Asia. He oversees THE's strategic partnerships and initiatives in Asia, and leads the team from the Asia Headquarters based in Singapore. Justin continues to establish key partnerships with Universities, corporations, and government institutions within Asia. Prior to his current role Justin came from an audit, accounting, and credit rating background. He holds a Chartered Accountant (CA Singapore) and an Association of Chartered Certified Accountants (ACCA) membership from the UK.
Michael Lubacz, Times Higher Education Brand Director (Global)
Michael Lubacz is the Brand Director at THE and is responsible for the businesses’ branding offering across print and digital channels. Michael and his team work closely with universities around the globe in helping them build visibility and awareness around their research and their brands. Michael also engages with universities in strategic consultation, helping them to optimize their global competitiveness and advance their institutions.
Billy Wong, Times Higher Education Senior Data Scientist
Billy Wong is our Senior Data Scientist for THE. Together with the in-house data team he designs and creates tools that help universities better understand their performance, and make better data-driven decisions. In his role as the Senior Data Scientist, Billy has gained deep understanding of the methodology of the Times Higher Education World University Ranking. He works closely with some of the top universities around the world to help them identify national and global competitors, understand their relative strengths and weaknesses, and formulate strategies that best suit their national and international higher education needs. Billy holds an MBA from INSEAD, France and a Master’s degree in Computer Science from the Hong Kong University of Science and Technology. Billy is also actively involved with DataKind UK, which promotes the use of Data Science techniques in the charity sector.
