CECC imposes entry restrictions and quarantine measures for non-R.O.C. nationals starting from January 1, 2021, and tightens quarantine measures for travelers coming to Taiwan starting on January 15, 2021
On December 30, the Central Epidemic Command Center (CECC) reported that coronavirus disease 2019 (COVID-19) has continued to spread around the globe. The CECC stated that in consideration of the status of the COVID-19 pandemic globally, Taiwan would impose entry restrictions and quarantine regulations for non-R.O.C. nationals, effective from 00:00 am (local time at the airport of departure) on January 1, 2021, and Taiwan would strengthen quarantine measures form travelers coming to Taiwan, effective from 00:00 am on January 15, 2021.
Details about entry restrictions and quarantine regulations for non-R.O.C. nationals are listed below.
A. Non-R.O.C. nationals may enter Taiwan if they meet the following conditions:
Foreign nationals: foreign nationals may enter Taiwan if they hold an Alien Resident Certificate (ARC); for diplomatic or official business; to fulfill contractual obligations; for special humanitarian reasons; when they are the spouse or the underage child of an R.O.C. national; or when they obtain other special permission.
B. Travelers transiting through Taiwan are temporarily prohibited.
C. Suspending acceptance of entry applications for international medical care purpose. Special cases or emergency medical care cases are not subject to this rule.
The CECC also stated that it would tighten home quarantine measures for travelers entering Taiwan starting from January 15, 2021. Apart from the original requirement of providing a COVID-19 RT-PCR test report issued within three days of boarding, arriving travelers shall also provide proof of the place of quarantine where travelers stay to undergo quarantine (in principle, the place shall be a group quarantine facility or quarantine hotel; those who choose to undergo quarantine at home shall make an affidavit to declare they have met the requirement of one person per residence). Entry quarantine measures will be adjusted on a rolling basis depending on the status of the pandemic and implementation of those measures.

Fall-winter COVID-19 prevention program to be launched on December 1
Fall-winter COVID-19 prevention program to be launched on December 1 to enhance border quarantine control and to strengthen community prevention and medical response measures.
Program details are listed below.
A. Border quarantine:
Starting from December 1, 2020 everyone arriving at airports in Taiwan or transit passengers at airports in Taiwan, regardless of nationality (Taiwanese nationals or foreign nationals) are all required to present a certificate of a negative COVID-19 RT-PCR test result issued within three days (working days) of boarding before they are allowed to board their flight to Taiwan.
B. Community prevention: people must wear masks in eight types of public venues, and violators who refuse to comply after being advised could be penalized according to laws.
From December 1, people must wear masks in the following eight types of public venues: healthcare facilities, public transportation, places of consumption, learning places, sports and exhibition venues, entertainment venues, religious and worship places, offices and business venues.
C. Medical response: strengthen case reporting and specimen collection procedures, and formulate incentive indicators.
1. healthcare facilities execute their duty of reporting cases of statutory notifiable disease; 2. draw up an indicator of incentives for case reporting and specimen collection, that is, strengthening screening for patients with pneumonia at the outpatient department and emergency department of hospitals in communities; 3. draw up the incentive indicator of strengthening screening for hospitalized patients; 4 draw up the incentive indicator of strengthening health monitoring for healthcare personnel.

1-University sends a new student list to MOE, then MOE transfer the documents to the Economic and Cultural Office abroad. After the Economic and Cultural Office receives the list, foreign students can apply for Resident VISA.
2-After applying for VISA you can book the flight and inform OGA, KMU. University will pass the flight information to MOE which is filled by students, and the date of flight has to be 10 working days after you inform OGA.
3-Students should inform OGA your flight, date, flight number , soft copy of VISA/passport/flight ticket and KMU will arrange the quarantine hotel.
4-Once the quarantine hotel is arranged, KMU will report to MOE, and provide the quarantine hotel information to students.
5-After MOE approval of entry permit, OGA will email it to students and invite students to join the Line group and keep in touch with the students.
6-After receiving the entry permit, you have to fill in the quarantine system for entry report.
7-Before boarding, the local airline company will check the official inform document sent by school and entry permit.
8-After arrival, your luggage will be examined and you have to apply for a prepaid card after arrival and the expiration date must be longer than 15 days. Then put the phone number on the quarantine system for entry so the confirmation text will be sent to your phone.
9-Students will have body temperature checked and show your confirmation text on your phone at immigration agency counter and MOE will check students’ information again before students can enter Taiwan.
10-After arrival, you have to check-in at overseas students’ reception counter and staff will check students’ identity again and hand out quarantine cards for students.
11-KMU staff will check student identity at the oversea students’ reception counter and report to MOE then guide students to take quarantine taxis to Kaohsiung quarantine hotel.
12-Once the students arrive at quarantine hotel KMU staff will assist students to check-in and do health education then report to MOE.
13-During 15 days’ quarantine students must take body temperature daily and fill in
Health care questionnaire. KMU will check students' records and report to the chief of village daily.
14-After quarantine students should report to KMU and complete the registration procedure and continue self-health management for 7 days.
15-Students must complete resident permit application in 30 days to open post office account then apply for quarantine compensation.

Indoors activities are not limited to 100 people and outdoor activities are not limited to 500 people, but please still maintain social distance and wear face masks, take body temperature, keep your hands clean, real-name system, flow control, environmental disinfection.

1. Body temperature and access control policy:
Other entrances do not need to take body temperature except for the student dormitory, but still remain access control while entering campus. No visitors allowed during this period.
2. Maintain good personal hygiene, wash your hands properly.
3. Maintain social distance (1.5 meters indoor, 1 meter outdoor at least), must wear face mask while entering crowed places.
4. If there are chronically ill patients, elderly people, infants, etc. at home, it is the best to avoid participating in party.
5. If you want to visit someone with poor immunity, please make sure you have no symptoms and it is recommended to wear a mask. Otherwise, you can use call instead of visiting in person.
6. Do not touch your eyes, nose or mouth with your hands while out.
7. When dining out, if the seats have no partition it is recommended to take-out. Do not eat while walking.
8. Wash your hands right after returning home.

*If you can maintain a social distance of 1 meter outdoors when entering the campus, it is not-mandatory to wear a mask. But you must wear a mask while in the classroom.The temperature measurement stations at the entrance of the school will no longer provide masks. If you need a face mask, you can borrow it at the Office of Environmental Health and Safety.
*At present the school is open to intramural campus sports competitions. Off campus sports competitions, please still refer to the anti-epidemic group meeting for discussion case by case.

*The process to get the certificate of diploma:
From June 4th to June 7th the delegate of the department can get the certificate of diploma for class.
1. Organize the students’ name list
2. Organize the procedure for leaving school paper.
3. The delegate will be informed of the time to collect the certificate at the office of academic affairs.
4. The delegate will deliver the certificate for students to sign for.
5. Bring back the form students sign for to the office of academic affairs.
After June 8th
After complete the procedures for leaving school, you can come to the office of academic affairs to receive the certificate personally.
*In response to epidemic prevention, KMU will not hold the graduation ceremony this year.
Graduation Party of departments will be arranged from 6/4 to 6/7(depends on departments), no guests allowed and KMU does not recommend gathering.
After May, all student-related activities (e.g. White coat ceremony) should be checked according to the KMU COVID-19 evaluation form and follow the epidemic prevention instruction.
Please wear a face mask while attending classes and remain social distance.
