On May 25th, the CECC postponed the epidemic warning Level 3 nationwide until June 14. The school has adopted related responsive measures listed below under the nationwide epidemic alert.

Responsive Measures

Campus access control

1.      Wear a mask when you enter the campus. Don’t forget to bring your mobile phone for 1922 SMS Contact Tracing System.

2.          Opening hours of campus entrances and exits:

a.     Tongmeng Road Gate: All day time

(The body temperature is measured in front of the N Building; 7:00-19:00 on working days)

b. Ziyou Road Gate: 07:00-19:00 on working days (Tap in and out during off hours)

c. The east door (only a single entrance is left): Tap in and out on working days 7:00-19:00 (security period)

3.      Everyone must wear a mask and tap their staff / student ID cards while entering the campus. Please all follow the 1922 SMS Contact Tracing System to enter the campus.

4.      KMU Hospital staffs need to show their staff ID card and check body temperature at the hospital.

5.      Visitors for business purpose must bring their mobile phones and scan the QR Code to fill the TOCC survey. After getting the SMS and body temperature checked, they can enter the campus. According to government’s Epidemiologic Investigation, please all follow 1922 SMS Contact Tracing System. (Scan QR Code twice)

6.      Visitors for non-business purpose are not allowed to enter the campus during the epidemic prevention period.


1.      All classes including experiment, practice, PBL and TBL courses are conducted online until the end of this semester. Experiment courses will be changed to online/distance teaching methods or other alternative teaching methods. Unurgent experiment classes for graduate students will be stopped. If the experiment classes cannot be online, instructors need to evaluate the necessity and urgency of the course, the safety of students’ epidemic prevention, and the management of the experimental site. After having agreement with students and get permission from supervisor first, instructors have to divide students into groups. Make sure there are less than 5 people in lab, wear masks and keep social distance all the time. Epidemic prevention rules in the experimental field shall be handled in accordance with the regulations of Office of Environmental Health and Safety.

2.      The evaluation should be made by online/distance learning /recording / online report. If the courses such as hand-on course or experiment course cannot be made online, teachers have to provide teaching proposals to the Chair of Department. After the Chair approved, the teachers have to divide students into groups and the course can be evaluated by groups separately. Please be aware that the capacity of each classroom / experiment lab is less than 5 people and must wear a mask and keep the social distance all the time.

3.    All classes are conducted online. If classes, test methods and performance evaluation items are adjusted, instructors should fill in T.2.0.03c, T.2.0.03, T.2.0.04 on wac system from May 17th (Mon) to June 4th (Fri)) 8:00am. Please announce to all students if there is any change.

4.    Please be aware of announcements or messages about the methods for processing courses and grade assessments from instructors, courses groups, e-Learning, department websites, etc.

5.    Please clarify the dates (year/month/day) and the reasons for recording these teaching videos simultaneously or non-simultaneously, e.g. "I record this video on May 17th, 2021 because of the epidemic prevention policy."

10. Final Oral Examination on Graduate Degree:

Graduate students who will participate in the final oral examination are allowed to process via video when the directors of each department or college approve in advance by the end of this semester. The whole process must be recorded completely. Please refer to “The Rules of Final Oral Examination on Graduate Degree” and “KMU Student Regulations” for more details.

11. Internship: Each department will adjust the internship schedule and provide the alternative plan following the prevention policy and inform students immediately.

12.  Borrow classrooms: During this epidemic prevention period (no more than 5 people can stay in the same site), only IR 202~IR209 at the second floor of IR Building can be borrowed for recording, distance learning/teaching or oral test. Please go to wac system “T.5.0.02” to apply for borrowing. If you want to borrow other classroom, please apply by email two days before. Office of General Affairs will open the door and AC in accordance with system record.

13. The deadline for providing documents of English Requirement for Graduation is extended till August 31st, 2021.

Office and Meeting

1.    Wearing a mask is mandatory when in the office and meeting room.

2.    Only students’ courses are suspended, the offices remain open so staff work as usual. Except for those who are asked to work at home, other employees should work as usual.

3.    Every department must conduct meetings by video or be seated in a crisscrossed way less than 5 people.


1.    Students can still stay in the dormitory. During this period, please be abided by the epidemic prevention regulations, avoid going out, and avoid group gatherings.

2.    Increase the frequency of disinfection in the dormitory. Please stay at ease.

3.    In order to avoid cross-regional, cross-city commuting to increase exposure and infection risks, it is recommended that students who have already returned home do not return to school during this period. Please stay at home or rented place as much as possible to reduce unnecessary movement.


1.    Except for the lobby on the first floor of the front building, all floors in the hall (including discussing room B1 of the International Academic Research Building and the study room B1 of the student dormitory) will be closed from May 19th to June 14th, 2021. The service time of the counter is 8:10-17:30 from Monday to Friday, and it is not open on Saturday and Sunday.

2.    For whom borrowed books which due date is from May 17th (Mon) to June 14th (Mon), 2021, the due date will be extended to June 18th (Fri), 2021.

Sport Court

The tennis court, gym, fitness center, billiard room, outdoor playground, volleyball court and wind and rain court will be closed from now on. The outdoor playground and basketball court can accommodate up to 10 people in a single period following the epidemic prevention regulations. You still need to wear a mask during exercise and maintain social distancing.


1.    Enter the laboratory by shift or by turns for the experimental operation to ensure the indoor gathering limited to 5 people.

2.    The shared laboratory space with more than two doors still has to ensure the indoor gathering limited to 5 people or keep the 1.5 meters indoor social distance.

3.    Please fill in the assigned personnel form for each laboratory or research room, and return it to the Office of Environmental Health and Safety (EHS) before May 21 with the signature of the person in charge.

4.    Laboratory staff should wear masks and wash hands frequently.

5.    The social distance of 1.5 meters should be maintained in the laboratory or research room.

6.    People who are not related to the laboratory unit are strictly prohibited from entering the laboratory. People who are not belonging to the laboratory cannot enter the laboratory without the approval of the laboratory director and need to register their names and personnel information for follow-up.

7.    Use online or virtual meeting instead of face-to-face discussion.

8.    The director of the laboratory shall supervise the entry/exit records and the body temperature of the laboratory members. If the forehead temperature is above 37°C or the ear temperature is above 38°C, please ask for sick leave immediately and rest. Do not come to school.

9.    Unreported personnel are prohibited from entering the laboratory, and those who enter the laboratory should be sure to divert personnel to conduct experiments (to avoid conducting experiments at the same period of time). The EHS will check up occasionally.

The Student Clinic closed from now to June 14th (the date will be adjusted according to the epidemic situation). Please go to the Family Medicine Dept. or Emergency Dept. of the hospital if medical treatment is needed.

Preventive Measures and Remote Learning for All Classes until June 14th in Response to Increasing Number of Cases

Dear all,

On May 19, the CECC announced that in response to the recent surge in the number of indigenous COVID-19 cases in Taiwan, it will raise its epidemic warning to Level 3 nationwide from May 19 to May 28. The school's epidemic prevention team emphasized that it would adopt related responsive measures listed below under the nationwide epidemic alert.

CECC imposes entry restrictions and quarantine measures for non-R.O.C. nationals starting from January 1, 2021, and tightens quarantine measures for travelers coming to Taiwan starting on January 15, 2021

On December 30, the Central Epidemic Command Center (CECC) reported that coronavirus disease 2019 (COVID-19) has continued to spread around the globe. The CECC stated that in consideration of the status of the COVID-19 pandemic globally, Taiwan would impose entry restrictions and quarantine regulations for non-R.O.C. nationals, effective from 00:00 am (local time at the airport of departure) on January 1, 2021, and Taiwan would strengthen quarantine measures form travelers coming to Taiwan, effective from 00:00 am on January 15, 2021.
Details about entry restrictions and quarantine regulations for non-R.O.C. nationals are listed below.
A. Non-R.O.C. nationals may enter Taiwan if they meet the following conditions:
Foreign nationals: foreign nationals may enter Taiwan if they hold an Alien Resident Certificate (ARC); for diplomatic or official business; to fulfill contractual obligations; for special humanitarian reasons; when they are the spouse or the underage child of an R.O.C. national; or when they obtain other special permission.
B. Travelers transiting through Taiwan are temporarily prohibited.
C. Suspending acceptance of entry applications for international medical care purpose. Special cases or emergency medical care cases are not subject to this rule.

The CECC also stated that it would tighten home quarantine measures for travelers entering Taiwan starting from January 15, 2021. Apart from the original requirement of providing a COVID-19 RT-PCR test report issued within three days of boarding, arriving travelers shall also provide proof of the place of quarantine where travelers stay to undergo quarantine (in principle, the place shall be a group quarantine facility or quarantine hotel; those who choose to undergo quarantine at home shall make an affidavit to declare they have met the requirement of one person per residence). Entry quarantine measures will be adjusted on a rolling basis depending on the status of the pandemic and implementation of those measures.  


Fall-winter COVID-19 prevention program to be launched on December 1

Fall-winter COVID-19 prevention program to be launched on December 1 to enhance border quarantine control and to strengthen community prevention and medical response measures.

Program details are listed below.
A.    Border quarantine:
Starting from December 1, 2020 everyone arriving at airports in Taiwan or transit passengers at airports in Taiwan, regardless of nationality (Taiwanese nationals or foreign nationals) are all required to present a certificate of a negative COVID-19 RT-PCR test result issued within three days (working days) of boarding before they are allowed to board their flight to Taiwan.

B.    Community prevention: people must wear masks in eight types of public venues, and violators who refuse to comply after being advised could be penalized according to laws.
From December 1, people must wear masks in the following eight types of public venues: healthcare facilities, public transportation, places of consumption, learning places, sports and exhibition venues, entertainment venues, religious and worship places, offices and business venues.

C.    Medical response: strengthen case reporting and specimen collection procedures, and formulate incentive indicators.
1. healthcare facilities execute their duty of reporting cases of statutory notifiable disease; 2. draw up an indicator of incentives for case reporting and specimen collection, that is, strengthening screening for patients with pneumonia at the outpatient department and emergency department of hospitals in communities; 3. draw up the incentive indicator of strengthening screening for hospitalized patients; 4 draw up the incentive indicator of strengthening health monitoring for healthcare personnel.

1-University sends a new student list to MOE, then MOE transfer the documents to the Economic and Cultural Office abroad. After the Economic and Cultural Office receives the list, foreign students can apply for Resident VISA. 

2-After applying for VISA you can book the flight and inform OGA, KMU. University will pass the flight information to MOE which is filled by students, and the date of flight has to be 10 working days after you inform OGA.

3-Students should inform OGA your flight, date, flight number , soft copy of VISA/passport/flight ticket and KMU will arrange the quarantine hotel.

4-Once the quarantine hotel is arranged, KMU will report to MOE, and provide the quarantine hotel information to students.

5-After MOE approval of entry permit, OGA will email it to students and invite students to join the Line group and keep in touch with the students.

6-After receiving the entry permit, you have to fill in the quarantine system for entry report.

7-Before boarding, the local airline company will check the official inform document sent by school and entry permit.

8-After arrival, your luggage will be examined and you have to apply for a prepaid card after arrival and the expiration date must be longer than 15 days. Then put the phone number on the quarantine system for entry so the confirmation text will be sent to your phone.

9-Students will have body temperature checked and show your confirmation text on your phone at immigration agency counter and MOE will check students’ information again before students can enter Taiwan.

10-After arrival, you have to check-in at overseas students’ reception counter and staff will check students’ identity again and hand out quarantine cards for students.

11-KMU staff will check student identity at the oversea students’ reception counter and report to MOE then guide students to take quarantine taxis to Kaohsiung quarantine hotel.

12-Once the students arrive at quarantine hotel KMU staff will assist students to check-in and do health education then report to MOE.

13-During 15 days’ quarantine students must take body temperature daily and fill in

Health care questionnaire. KMU will check students' records and report to the chief of village daily.

14-After quarantine students should report to KMU and complete the registration procedure and continue self-health management for 7 days.

15-Students must complete resident permit application in 30 days to open post office account then apply for quarantine compensation.


Indoors activities are not limited to 100 people and outdoor activities are not limited to 500 people, but please still maintain social distance and wear face masks, take body temperature, keep your hands clean, real-name system, flow control, environmental disinfection.


1. Body temperature and access control policy:

Other entrances do not need to take body temperature except for the student dormitory, but still remain access control while entering campus. No visitors allowed during this period.

2. Maintain good personal hygiene, wash your hands properly.

3. Maintain social distance (1.5 meters indoor, 1 meter outdoor at least), must wear face mask while entering crowed places.

4. If there are chronically ill patients, elderly people, infants, etc. at home, it is the best to avoid participating in party.

5. If you want to visit someone with poor immunity, please make sure you have no symptoms and it is recommended to wear a mask. Otherwise, you can use call instead of visiting in person.

6. Do not touch your eyes, nose or mouth with your hands while out.

7. When dining out, if the seats have no partition it is recommended to take-out. Do not eat while walking.

8. Wash your hands right after returning home.


*If you can maintain a social distance of 1 meter outdoors when entering the campus, it is not-mandatory to wear a mask. But you must wear a mask while in the classroom.The temperature measurement stations at the entrance of the school will no longer provide masks. If you need a face mask, you can borrow it at the Office of Environmental Health and Safety.


*At present the school is open to intramural campus sports competitions. Off campus sports competitions, please still refer to the anti-epidemic group meeting for discussion case by case.


*The process to get the certificate of diploma:

From June 4th to June 7th the delegate of the department can get the certificate of diploma for class.

1. Organize the students’ name list

2. Organize the procedure for leaving school paper.

3. The delegate will be informed of the time to collect the certificate at the office of academic affairs.

4. The delegate will deliver the certificate for students to sign for. 

5. Bring back the form students sign for to the office of academic affairs.

After June 8th 

After complete the procedures for leaving school, you can come to the office of academic affairs to receive the certificate personally.

*In response to epidemic prevention, KMU will not hold the graduation ceremony this year.

Graduation Party of departments will be arranged from 6/4 to 6/7(depends on departments), no guests allowed and KMU does not recommend gathering.

After May, all student-related activities (e.g. White coat ceremony) should be checked according to the KMU COVID-19 evaluation form and follow the epidemic prevention instruction.

Please wear a face mask while attending classes and remain social distance.

Coordinate Matters

During the period of home isolation or quarantine, please stay at home (or designated location). It is forbidden to leave the country, go abroad or take public transportation.

People without symptoms: should avoid going to public venues. If going out is necessary, they should wear a mask

People who have a fever, cough, respiratory symptoms such as runny nose, or illness: wear mask; go to a doctor as soon as possible, and actively inform the doctor about your contact history, travel history and if there are people with similar symptoms around you.

nFor those who went abroad or have any entry/exit record during Jan. ~ Feb. 2020, you should check temperature twice a day (8:00 A.M., 6:00 P.M.) and report on ‘D.2.8.11-self-management’on wac system.  Be sure to buy face masks and wear it while taking classes.

nFollow the prevention strategies made by school, hospital or laboratory. Do implement home-based quarantine/self-management if you are asked to.

nFace masks and thermometer are the necessary items you need to prepare. If you are asked to do home-based quarantine/self-management, or have syndrome like fever, cough or shortness of breath but without enough facemask, school will give you supplies.

Alcohol sprayers are placed in every classroom. Students can sterilize before taking classes.
